Advice: Legal Options?
Looking for some advice here. This is the skinny:
I decided to sell a motorcycle to someone for 1000KD. Verbal agreement. He has paid 500KD of the bike and is in posession of it. The title is still in my name. He has had the bike about 4 months or so, if not longer. Now the guy has decided to leave the country and go back to the states, so I told him I would just take the bike back. No harm, no foul. He agreed.
Now he is expecting a refund of his 500KD because I never explicitly said that he couldn’t have a refund and made no mention of a rental fee. I said maybe he could get a portion back (I understand, things happen) and he offered me a portion of my bike back instead.
I know his name, phone number, general location of his apartment, and what company he works for. He is another American.
What are my legal options? Can I file a case at the police department? Can they get his civil ID number from his phone number?
I think he is upset that I would just turn around and sell the bike again, but it was his decision to back out.

Why dont you ask him to pay balance amount of 500KD and leave the country?
@Aromal: He justt wants his 500KD back. That is his only offer.
I spoke with some Kuwaiti officers that I work with, and they said go to the police station and give them the story and his information. They will call him and get his story and have him go to the police station. There is nothing legal that will back his standing on this issue thankfully. I will go there tonight with my wife. Expect a post tomorrow about having a hot Iraqi wife at the police station. Should be interesting, but she will dress down.
